Suggest helium filled balloons filled and sent downwind over RNC as close as possible with pretzels (remember Bush) attached. Good night activity especially with very small glo sticks. Hard to arrest people for helium filled balloons. Especially effective if on scale of hundreds or thousands. Just keep it going on leisure time.
